Truth or Consequences, New Mexico - The Elephant Butte reservoir on the Rio Grande holds water for southern New Mexico and western Texas, but is only 7% full due to the drought in the southwestern United States. When full, the building at lower right was 20-30 feet below the surface and was used for scuba diving practice.
